repealed its motorcycle helmet laws in 1998, helmet
use dropped from near 100 percent compliance to

fatal injuries to cyclists and improving safety,
helmet use among riders has plunged nationwide.

"over braking" of the rear wheel and
"under braking" of the front, which make
it difficult to avoid collision and make the ability
to counter steer and swerve essentially absent.
